International Medical Graduate Workgroup
The 2019 Washington State Legislature passed Second Substitute Bill 5846 into law. The bill created the International Medical Graduate (IMG) Assistance Workgroup charged with studying and reporting recommendations to the Governor and the legislature by December 1, 2019. The workgroup had to provide recommendations related to integrating IMGs into the Washington residency system among other related requirements. The Washington Medical Commission was charged with providing staff support and submitted the final report on its behalf.
In 2020, the Washington State Legislature chose to extend the responsibilities of the workgroup with the passage of Senate Bill 6551. The IMG Implementation Workgroup was created and charged with determining clinical readiness criteria for IMGs; a grant award process for those who provide career guidance and clinical training for IMGs; and an evaluation process for hardship waivers.
In 2022, the workgroup continues responsibilities given to it by the Washington State Legislature with the passage of Senate Bill 6551. Additionally, the legislature passed SHB 1129. This new law requires the Medical Commission (WMC) offer a limited clincal experience license for IMGs, which is an aspect of the workgroup's success.
The IMG Implementation Workgroup remains charged with determining a grant award process for those who provide career guidance and clinical training for IMGs and an evaluation process for hardship waivers. The workgroup must submit an annual report to the legislature by June 30, 2021, and yearly thereafter until July 1, 2025.
After meeting monthly throughout 2022, the workgroup voted to propose use of a Clinical Experience Assessment (CEA) which meets the requirement set forth by the IMG Implementation Workgroup. The workgroup recommends the CEA be used to exhibit what level of “entrustment” might be appropriate for a graduating student entering residency and aid IMGs success in gaining a residency position.
